The Creative Discourse Group (TCDG) worked alongside Building Bright Futures (BBF) and its network of partners to strengthen the foundation for systems change—drawing forward priorities from the previous strategic plan while elevating new ones grounded in the experiences of families and in principles of racial and economic equity and justice. In close collaboration with BBF staff and key state leaders, TCDG engaged in deep, multi-faceted capacity-building through individual coaching, workshops, and facilitation.

In addition, our team designed and supported the implementation of an inclusive community engagement process to elevate the voices of families most impacted by Vermont’s early childhood systems. We also worked closely with BBF and its partners to shepherd the development of Vermont’s Early Childhood Strategic Plan 2030. From conducting an in-depth family engagement process, to facilitating collective work with the strategic plan advisory group, to developing a transparency protocol for tracking and incorporating input, to writing the plan itself, TCDG helped ensure that the final strategy reflected the real needs of Vermont families and centered racial and economic equity and justice.

Impact: The strategic plan was unanimously and enthusiastically adopted by the State Advisory Council on October 27, 2025.
